Council Update <br />Date: October 17,2005 <br />Item Number: 8. <br />Department Approval Manager Approval Agenda Section <br />Item Description: <br />Ranked Proposers for Residential Recycling Service <br />LBACKGROUND <br />At the August 8, 2005 meeting the Council directed staff to prepare Request for Proposals (RF�s} for a range of <br />recycling services. The RFP requested pricing on three levels of service: the current dual sort, bi-weekly <br />collection scenario; dual sort, weekly collection scenario; single-stream collection scenario. These are the same <br />scenarios used for requesting pricing in 2002. Council approved issuing the RFP at its August 22,2005 <br />meeting. <br />The RFP also gave Proposers the option to offer money back to the City through revenue sharing. Cities such <br />as Fridley, Minnetanka and Plymouth currently have revenue sharing provisions in their contracts. <br />Councilmembers completed Proposal Evaluation Criteria Ranking Forms. The forms list the evaluation criteria <br />for the proposals. Councilmembers weighed the criteria by allocating percentage points to each criterion such <br />that the total equaled 100 percent. The results of that weighting are reflected in attachment one. <br />Four companies submitted proposals: Allied Waste (aka BFI), Eureka Recycling, Onyx Waste and Waste <br />Management. Each proposal was subdivided and each subdivision analyzed. For instance if a company <br />submittedproposals for different levels of service such as dual-stream, bi-weekly collection, dual-stream, <br />weekly collection andlor single-stream bi-weekly collection each level of service was given a separate ranking. <br />A proposal review team of Finance Director Chris Miller, Recycling Coordinator Tim Pratt and Public Works <br />Director Duane Schwartz ("Review Team") analyzed each proposal and assigned points to each proposal based <br />on how the proposals met each criterion. Those points were then multiplied by the percentage points given to <br />each criterion by Councilmembers. The result is the ranked list of Proposers being presented and is attachment <br />two. <br />IL ANALYSIS <br />The Review Team ranked proposals from Eureka Recycling number one and two, <br />The Review Team was impressed by Eureka's commitment to expand and enhance the City's recycling <br />program. Eureka is the only recycling provider in the area that is actively developing markets for new materials <br />to be recycled. For instance it separates out wet strength cardboard (e.�. beer, pop and water boxes), bales it <br />and sells it to paper mills. Mills can re-set their machinery to accommodate segregated bales of wet strength <br />cardboard so it can be made into new products. Many other recycling providers include wet strength cardboard <br />in mixed paper bales. Mills end up culling the wet strength cardboard from their pulpers and throwing it away. <br />Mills specifically asked Roseville to include wet strength cardboard in the list of items not accepted at the curb <br />because they were receiving mixed paper bales containing wet strength cardboard.
