Item Description: <br />�� � <br />� <br />October 17, 2005 <br />Discuss City Attorney Proposals <br />L BACKGROUND <br />The current contract for the City Attorney — the Minneapolis law firm of Ratwik, Roszak, and <br />Maloney — expires on 12/31/O5. They have served as Roseville's City Attorney for three years. <br />On July 18,2005, Council authorized staff to send out proposals seeking City Attorney ser- <br />vices. <br />On July 29,2005, staff issued the attached Request for Proposals for City Attorney services to <br />34 law firms. In addition, we advertised this City Attorney RFP on the League of Minnesota's <br />website. Six law firms responded in a timely fashion with proposals. <br />II. PROCESS <br />Following receipt of the six Proposals, a team of 5 city employees reviewed all the Proposals: <br />City Manager Neal Beets, Public Works Director Duane Schwartz, Community Development <br />Director Dennis Welsch, Assistant Fire Chief Tim O'Neill, and Communications Specialist <br />Carolyn C��'ti. <br />The Review Team evaluated the proposals based on price, law firm experience, and experience <br />of the attorneys proposed by the firm to provide City Attorney services to Roseville. <br />Based on those criteria, the Review Team unanimously selected three firms to interview in <br />person; the Team felt these three firms were significantly stronger than the other submitting <br />firms: Jensen Bell and Converse, Kennedy and Graven, Ratwik Roszak and Maloney. <br />On October 3,2005, the Review Team interviewed these three law firms. The Review Team <br />used the same set of structured questions to interview each firm. (See attachment.) Each <br />member of the Review Team evaluated the quality of each law firm's responses to the struc- <br />tured interview questions. <br />
