ANALYSIS <br />The Review Team's recommendation is based on our analysis of a law firm's price proposal, <br />the depth and breadth of their legal experience in municipal law both as a firm and in terms of <br />the lawyers who would actually advise and represent Roseville, and based upon the quality of <br />their presentation and interaction at the interview. <br />A. PRICE <br />Each firm submitted a proposed monthly retainer and described the scope of their retainer. In <br />evaluating each monthly retainer the Review Team took into consideration the amount of <br />hours of legal service the current City Attorney is providing to the City each month. Our re- <br />cords show that for the last three years, the City Attorney has provided on average about 100 <br />hours of legal service each month. <br />Applying that average to the three proposals, the Review Team re-calculated each firm's price <br />proposal using the retainer they proposed and the hourly rates for legal services each firm <br />charges for legal services they provide above and beyond the retainer amount. Using that ap- <br />proach, the three firms we interviewed are seeking approximately the same compensation for <br />100 hours of legal service each month. So, while price is still an important factor, the Review <br />Team determined that there was not any noteworthy difference among any of the firms when <br />you calculate the total sum the City will have to pay them for the amount of legal work Rose- <br />ville generates. When you equalize the hours of legal service, each firm charges about the <br />same amount of money. <br />B. EXPERIENCE <br />There are differences in each firm's depth and breadth of legal experience relevant to Rose- <br />ville. The lead attorney for Kennedy Graven, for example, was a city attorney for Minneapolis <br />for 20 years. While impressed by his service for Minneapolis, the Review Team was concerned <br />about the legal differences between Minneapolis and Roseville. Minneapolis is a home rule <br />charter city; Roseville is not. Minneapolis is a city of the first class; Roseville is a statutory <br />form B city of the second class. <br />Overall, the Review Team determined it was a definite plus that Ratwik Roszak and Jensen <br />Bell Converse already had significant understanding of, and frequent practical experience <br />with, the laws directly applicable to cities like Roseville. <br />Jensen Bell certainly has a wealth of experience relevant to cities like Roseville. At least four <br />members of that firm have direct, relevant experience in the type of civil legal matters that fre- <br />quently arise in Roseville. The Review Team did not select them as their #1 choice, however, <br />because the twin lead attorneys for Ratwik Roszak each have more municipal law experience <br />that the lead attorney for Jensen Bell. <br />� <br />
