City of Roseville <br />REQUEST for STATEMENT of QUALIFICATIONS and <br />a PROPOSAL <br />for LEGAL SERVICES <br />July, 2005 <br />I. PURPOSE <br />The City of Roseville is requesting a statement of qualifications and proposals for <br />legal services from firms experienced in municipal law. Firms mav choose to be <br />considered for ar�v or all of the tol�ow�nq services (as described in greater length <br />within): <br />* City Attorney <br />• City Prosecutor <br />fl, BACKGROUND <br />The City of Roseville, contiguous to Minneapolis and St. Paul, is a fully <br />developed statutory city with a population of 34,000. The form of government is <br />Counci[IManager. Roseville is governed by a City Council composed of a Mayor <br />and four Council Members elected at-large for four-year terms. Roseville has <br />approximately 150 full-time employees, a 2005 total budget of approximately $34 <br />million and a tax levy of approximately $10,000,000. <br />Historically the City has retained a private firm or firms to provide City Attorney <br />and City Prosecutor services. <br />Ifl_ POLICY FOR RETAINING PROFESSIONAL CONSULTANTS <br />The Roseville policy for selecting and retaining professional services including <br />legal, appraisal, planning, design, audit, and engineering, is as follows: <br />"it is the policy of the City to employ a consistent practice for selecting <br />and retaining professional services. Contracts for professional <br />services shall be for three (3) years and include a review process. <br />Consulting firms shall be engaged for a period of not more than two <br />(2) consecutive three year periods. <br />After six (6) years, they shall not be allowed to renew consulting <br />services for a period of three (3) years. If deemed in the City's best <br />interests, the City Manager may continue professional services for <br />longer than six (6) years. " <br />
