The HRA has included this implementation and operating <br />cost amount in their 2006 budget to be funded by a Council approved HRA levy. <br />Staff estimates that contracting for this service through private inspection services or <br />partnering with other communities may reduce the cost by approximately 40% or less. <br />4.9 Possible Fee Structure: The cost of the new program will be partially offset by fees paid <br />by rental owners. Using Ramsey County data for single family non-homestead properties, <br />plus duplexes, triplexes and fourplexes, there are an estimated 450 units subject to annual <br />licensing. Using the average fee per unit charged by other communities of $50 per unit <br />with an 80% collection rate, a total of approximately $18,000 could he collected in fees. <br />The maximum charged by other communities was $75 per unit which would generate an <br />estimated $27,000 in annual fees. At best, this revenue could support 40- 50 percent of <br />the estimated annual cost for the program. <br />5.0 Next Steps <br />The City Attorney, Police Chief, Building Official, and Community Development <br />Director have reviewed and approved of the draft ordinances. <br />5.1 Staff is requesting Council comment, suggestions, input on the Property Maintenance <br />Ordinance and the Rental Licensing Ordinance, as well as on process for adoption. <br />5.2 Prior to adoption, staff recommends that the H�tA be designated to hold public hearings <br />on the Property Maintenance Ordinance and the Rental Licensing Ordinance and <br />prepare Council recommendations from those hearings. As an alternative, the City <br />Council could choose to hold the hearings. <br />53 To enable the implementation of the ordinance beginning in January, the public bearings <br />and adoption of the ordinances should occur in November or December.
