REQUEST FOR COUNCIL ACTION Date: Oct 24, 2005 <br />Item No.: 3,� <br />Department Approval: �A�rsa��r �4pprmwal: Agenda Section: <br />�. �� Consent <br />item Description: Approval #� Accept Department of Justice Bulletproof Vest Partnership Funds <br />BACKGROUND <br />The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 (Public <br />Law 105-181) and reauthorized by the BVP Act of 2000 (Public Law �Ofi-517), is a unique U.S. Department of <br />Justice initiative designed to provide a critical resource to state and local law enforcement. <br />Since 1999, over 11.500 jurisdictions have participated in the BVP Program, with $118 million in federal funds <br />committed to supportthe purchase of an estimated 450,000 vests. The Office of Justice Programs' Bureau of <br />Justice Assistance (BJA) administersthe BVP Program. <br />The police department has participated in this program since 2002. In 2002, the department applied for funding <br />to cover half the cost of vests purchased in 1999 through 2002 and received $7,588. In 2003, the department <br />again applied for funding to cover half the cost of 2003 purchased vests and received $5,500. <br />In February of 2005, the Roseville Police Department applied for the next round of funding through the <br />Bulletproof Vest Partnership initiative to cover the cost of fourteen bulletproof vests purchased in 2004. <br />The Department was notified in August of 2005 that it had been awarded $4,271 through the BVP initiative <br />PROPOSED ACTION <br />The police department is requesting that it be allowed to accept the $4,271 in BVP funding. These funds will <br />cover half the cost of the 2004 purchase of fourteen bulletproof vests. <br />FINANCIAL IMPLICATIONS <br />There is no match of citv funds for monies allocated through the BVP initiative. Since the implementation <br />of the program, the Department has received a total of $19,375.97 in BVP initiative funds. <br />These funds, in conjunction with a$300 reimbursementthrough the Minnesota Department of Public Safetyfor <br />each vest the department has purchased since 1999, have allowed approximately $33,000 to be credited to the <br />city's general fund. <br />STAFF RECOMMENDATION <br />Allow the Roseville Police Department to accept the BVP funding, <br />COUNCIL ACTION REQUESTED <br />Allowthe Roseville Police Departmentto acceptthe BVP funding, <br />
