City Council Regular Meeting —101I0/05 <br />DRAFT Minutes - Page 8 <br />9. <br />Mr. Anderson further noted that when the original lease <br />agreement was initiated, the Wetland Conservation Act had not <br />been enacted; and that the act now may pose limits on how the <br />land can be used, and could limit the potential value and <br />expansion potential of the land. <br />Consider a Resolution <br />Requesting a Traffic Study at County Road B and Rice <br />Street <br />Public Works Director Duane Schwartz reviewed the request <br />related to the plans being developed by Metro Transit to <br />construct a 400-car Park and Ride facility at the northeast comer <br />of County Road B and Rice Street; and impact of additional <br />traffic at the already-congested intersection, given its proximity <br />to the Highway 36 ramps and obsolete bridge over the Highway. <br />Mr. Schwartz noted that the City of Little Canada had expressed <br />concerns and referenced the letter and resolution enclosed from <br />that City; and the need for Metro Transit to undertake a traffic <br />study to determine solutions; as well as possibly moving up the <br />proposed bridge project over Highway 36 in the County's and <br />State's construction plans. <br />Discussion included current daily numbers; future redevelopment <br />in the area and additional traffic impacts; possible expansion of <br />lanes or addition of turn lanes on Rice Street; expanded <br />intersections; access points for the par1� and Ride facility; and <br />actual language of the resolution. <br />Councilmember Maschka recommended addition of the word, <br />"requests" to Item 2 of the resolution; with Council concurrence. <br />Maschka moved, Schroeder seconded, adopted Resolution No. <br />10340 entitled, "Resolution Requesting Traffic Study at County <br />Road B and Rice Street:" as amended. <br />Roll Call <br />Ayes: Ihlan; Maschka; Kough; Schroeder and Klausing. <br />Nays: None. <br />Resolution 10340 <br />Requesting a <br />Traffic Study at <br />County Road B and <br />Rice Street <br />10.
