This year, as part of the Administrative Annual <br />Work Plan, a selection process was Initiated for the legal services. <br />The selection process included: <br />. The development of a Request for Qualifications tailored to best match the City of <br />Roseville needs provided to approximately 50 �rms in the metropolitan area. <br />• Initial screening of the 19 responses by an independent professional outside source. <br />• Interviews of each of the finalists in each area of specialtyby a group �7�+�s�r.�it�r. �•x�x�rls <br />and selected City staf£ � �i � <br />• Second interviews by administrative staf£ � � � � � � � _ <br />• Assessments and evaluatia�s by City Manager. ��. � <br />It titi•�i.� a clear consensus �i �7=� _nr.;�a������ ��.�r3c1�, to recommend the selection of the ���t��ti�nr�f��-ms: <br />Eond Attorney: Brig�s & Morgan <br />City Attorney: Campbell Knutson <br />Development Attorney: Campbell Knutson <br />Prosecuting Attorney: Peterson, Bell, Converse &Jensen <br />Policy Objectives: <br />The City Council, in 1990, adopted a policy for the selection of consulting engineers. <br />Subsequently, the policy was expanded to include other professional services. The policy has been <br />systematically implemented for the selection of appraisers, auditors, engineers, planners and <br />right-of-way specialists. The final service to be selected using the policy is legal services. <br />Financial Implications: <br />Funds for each of the categories of attorney services arc included in the City's annual budget. The <br />proposals submitted reflect a cost equivalent to our budgeted amounts. The proposals were <br />evaluated, in part, on the firms approach to the provision of legal services which could ultimately <br />reduce our financial costs. The savings, if any, would be evident only after a working relationship <br />with the City is formed. <br />
