City Council Regular Meeting —10124105 <br />DRAFT Minutes - Page 8 <br />Councilrnember Ihlan reviewed her comments �rozx� the <br />previous City Council meeting regarding potential <br />loopholes in the draft ordinance related to defining <br />Massage Therapy Establishments. <br />Finance Director Chris Miller, in reviewing that meeting <br />tape and transcript, provided staffs interpretation of <br />Councilmember Ihlan's concerns; and assured <br />Councilmembers that the license of the individual massage <br />therapist would provide an adequate level of oversight and <br />educational requirements. <br />Councilrnember Ihlan opined her preference for staff to <br />provide additional in�ormation, specifically provisions <br />regulating massage licenses. <br />Staff was directed to provide additional information for <br />future Council action. <br />4.b (Former Consent Item 3.i) <br />Adopt Resolution Approving the Submission of a State <br />Department of Employment and Economic <br />Development (DEED) contamination Clean u� Grant; <br />a Metropolitan Council Tax Base Revitalization <br />Account Grant; and a Ramsey County Environmental <br />Response Action Fund Application for the Twin Lakes <br />Project, Phase I, State 1 <br />Councilrnember Ihlan expressed her concern that the staff <br />report did not provide sufficient supporting materials for <br />her to consider action on this item; specifically referencing <br />a cost analysis that had been inadvertently deleted from the <br />Council Agenda pacicet. <br />Staff provided the material, entitled, "�i .
