City Council Regular Meeting —� Q/24/qS DRAFT Minutes - Page 16 Police Department's acceptance of the Department of Justice, COPS Of�ce Universal Hiring Program grant in the amount of $75,000; conditioned that the hiring and acceptance of the grant could be sustained within the proposed five percent 2006 levy increase. Mayor Klausing spoke in support of the motion, with some reservations related to the Council setting arbitrary levy increase limits when needs demand a higher levy increase, creating the need to increase the levy to a minimum of 6.9% to avoid dipping into reserves. Counc�lmember Kough spol�e against the motion, noting that being locked into the position for four years; and the lateness of the budget request was problematic for him. Councilmember Maschka, while not speaking for or against the motion, noted that additional hiring, deferral of capital expenditures, and use of reserve funds continued to add to the problem, delaying an inevitable decrease in staffing to balance the budget. Councilmember Schroeder spolc� in support of the motion; but noted his preference for continuing to loo�� at the proposed 2006 Budget to get it below five percent. Public Hearing to Consider the Request of Mi Familia Restaurante Y Cantina for an On-Sale Sunday and Intoxicating Liquor License at 2050 N Snelling Avenue Finance Director Chris Miller reviewed the application for an On-Sale and Sunday Intoxicating Liquor License for this organization; and introduced the applicant. Mayor Klausing opened and closed the Public Hearing at 7; �� p.m.; with no one appearing for or against.
