City Council Regular Meeting —� Q/24/qS <br />DRAFT Minutes - Page 16 <br />Police Department's acceptance of the Department of Justice, <br />COPS Of�ce Universal Hiring Program grant in the amount of <br />$75,000; conditioned that the hiring and acceptance of the grant <br />could be sustained within the proposed five percent 2006 levy <br />increase. <br />Mayor Klausing spoke in support of the motion, with some <br />reservations related to the Council setting arbitrary levy increase <br />limits when needs demand a higher levy increase, creating the <br />need to increase the levy to a minimum of 6.9% to avoid dipping <br />into reserves. <br />Counc�lmember Kough spol�e against the motion, noting that <br />being locked into the position for four years; and the lateness of <br />the budget request was problematic for him. <br />Councilmember Maschka, while not speaking for or against the <br />motion, noted that additional hiring, deferral of capital <br />expenditures, and use of reserve funds continued to add to the <br />problem, delaying an inevitable decrease in staffing to balance <br />the budget. <br />Councilmember Schroeder spolc� in support of the motion; but <br />noted his preference for continuing to loo�� at the proposed 2006 <br />Budget to get it below five percent. <br />Roll Call <br />Ayes: Ihlan; Maschka; Schroeder and Klausing. <br />Nays: Kough. <br />8. Public Hearing to Consider the Request of Mi Familia <br />Restaurante Y Cantina for an On-Sale Sunday and <br />Intoxicating Liquor License at 2050 N Snelling Avenue <br />Finance Director Chris Miller reviewed the application for an <br />On-Sale and Sunday Intoxicating Liquor License for this <br />organization; and introduced the applicant. <br />Mayor Klausing opened and closed the Public Hearing at 7; �� <br />p.m.; with no one appearing for or against. <br />Maschka moved, Schroeder seconded, approval of the On-Sale <br />Mi Familia <br />Restaurante Y <br />Cantina <br />Liquor License <br />2050 N Snelling <br />
