Consider Ron Anderson's Request for a Preliminary Plat <br />Creating a 10-Lot, Single-Family Development at 852, 960 <br />and 978 Parker Avenue (PF 3665) <br />Mayor Klausing recognized the residents in attendance regarding <br />this matter and his intent to hear Public Comment later; while <br />noting that the Public Hearing had taken place at the Planning <br />Commission level, and that the City Council had a copy of those <br />Minutes and was aware of the issues and concerns. <br />City Planner Paschke reviewed the request of Ron Anderson for <br />approval of a Preliminary Plat to redevelop 952, 960 and 978 <br />Parker Avenue into a ten lot single-family residential <br />development that includes the construction of a public cul-de-sac <br />street and public utilities consisting of sanitary sewer and water. <br />Mr. Paschke noted that the proposal met all the city requirements <br />and the Planning Commission had recommended approval of the <br />request unanimously; and staff was also recommending approval. <br />Discussion included layout of proposed homes; size and setback <br />of building pads related to Building Code requirements; <br />impervious surfaces; density concerns for the proposed ten <br />homes; residential design consistency in neighborhood; creation <br />of a new street and the cost of maintenance requirements; <br />privacy and natural wooded area reduction a�:d/a�- elimination; <br />provisions and allowances of the City Code and Comprehensive <br />Plan guidelines; need for Code revision to protect large lot, <br />single-family parcels for development; City Council discretion <br />and existing ordinance language; stormwater plan and on-site <br />ponding provisions; and pending Watershed District approval, <br />Ron Anderson <br />Preliminary Plat <br />852,960 and 978 <br />Parker Avenue <br />(PF 3665) <br />
