The loans are serviced by <br />the Housing Resource Center which is contracted by the HRA to provide <br />more flexibility and ease to residents. HRA Ramble� �Zedesi�n PYO�rarn - provide a grant for 50%c£ the design fees <br />up to $6,000 for homeowners renovating their 1950's -1970's style homes <br />to provide a more adaptable style for today's families. The grant <br />encourages the use c� good design techniques. <br />• 35W Co�ido� Rebate Pra�am - rebate 10,12 or 15%c� home improvement <br />costs up to $3,000 per household. Rebates are administered by the <br />HousingResource Center and funded by the Minnesota Housing Finance <br />Agency. The program has leveraged public to private funds at an <br />average ratio c� 1:10. Homeowners are required to obtain a building <br />permit and pre and post inspection by the HRC staff. <br />• Rains�� Coun_h� .De�'e�ed Rehab .�'ro��am - provide income qualifying <br />deferred loans up to $15,000 for necessary home improvements. <br />��r�lnse� Count� Ener� Conseructf�on Pro�aan - provide income qualifying <br />deferred loan up to $5,000 for home energy improvements. <br />* State Ener� Imp�ovement Loan - provide loans up to $8,000 at 8%interest <br />for energy improvements. <br />• State Cammunitir F� Up Pra�rum - provides low interest (5-6%�econd <br />mortgages for home improvements up to $35,000 and $25,000 depending <br />upon mcome. <br />4.3 Develop affordable workforce housing policies and programs. <br />Evaluate what is "a�{o�c��ble/wo�kforce housin�" and develop a policy that <br />can assist new and existing programs and reduce park dedication fees. <br />Review innovative development techniques such as reduced lot sizes, <br />narrower road widths and flexible construction techniques to reduce the <br />cost c� new housing developments.
