Tobacco License <br />The City regularly performs compliance checks on the sale of tobacco products. The compliance <br />checks ensure that all tobacco sales are in conformance with State and local laws. The cost of <br />performing these compliance checks exceeds the current amount of the tobacco license. An <br />increase is necessary to fully recoup these costs. The proposed amount for 2006 is $200 for each <br />store location. <br />Liquor Licenses <br />The City regularly performs compliance checks on the sale of liquor products. The compliance <br />checks ensure that all liquor sales are in conformance with State and local laws. The cost of <br />performing compliance checks exceeds the current amount of some liquor licenses. An increase <br />is necessary to fully recoup these costs. The proposed amount for 2006 is $200 for each store <br />location. <br />Massage Therapist Licenses <br />The City regularly performs criminal background checks on massage therapists to provide <br />greater assurance that only legitimate forms of massage are practiced, and to ensure that their <br />have been no violations of local ordinances. The cost of performing background checks exceeds <br />the current amount of the license. An increase is necessary to fully recoup these costs. The <br />proposed amount for 2006 is $100 for each massage therapist. <br />Utility Service Location Fee <br />Beginning January l, 2006, all municipalities will be responsible for locating all new private <br />utility services; which includes being on-site for connections to City mains as well as ties to the <br />service location at the properiy line. It is estimated that each service locate will require <br />approximately 2 hours of staff time. It is proposed that the properiy owners requesting the <br />servicepay for all associatedcosts. <br />Encroachment Agreement Fee <br />Encroachment agreements between properiy owners require a review that typically involves both <br />City Staff and the City Attorney. On average, City Staff spend approximately 1-2 hours <br />accompanied by an hour or so by the City Attorney to draft the agreement. In addition, the City <br />must pay a filing fee to the County in the amount of $20. It is proposed that the properiy owners <br />requesting the service pay for all associated costs. <br />Right-of-wayleasementvacation fee <br />Right-of-way and easement vacation applications made by properiy owners require a review that <br />typically involves both City Staff and the City Attorney. On average, City Staff spend <br />approximately 1-2 hours accompanied by an hour or so by the City Attorney to review the <br />vacation. In addition, the City must pay a filing fee to the County in the amount of $20. It is <br />proposed that the properiy owners requesting the service pay for all associated costs. <br />Erosion control inspection permit <br />New MPCA and NPDES Phase II permitting requirements specify that all municipalities must <br />provide inspections of construction sites after a rain event or a minimum of once per week. The _ <br />Staff time spent on the inspection will vary depending on the size of the construction site. A _ <br />graduated scale is being recommended. It is proposed that the properiy owners andlor their _ <br />contractorpay for all associated costs. — <br />� — <br />
