Explore the establishment of a more formalized multifamily owner <br />occupied housing improvement area program for tawnhome and <br />condominium complexes. These ownership multifamily housing <br />complexes and their associations may not have sufficient fund <br />balances to address large maintenance issues. The large increase in <br />dues may be a significant financial burden on those with lower and/or <br />fixed incomes. Contact the association presidents and managers to <br />more fully understand the issues and costs of improvements with <br />them to develop a program and procedures for application and <br />approval. <br />4. Policy 5tatement� More fully engage multifamily rental population to become fully <br />vested in the community by using existing public services, through volunteerism, <br />participation in after-school and athletic programs, recreation programs, voting and <br />recycling programs. <br />Possible Action Steps: - evaluated annually for implementation within budget <br />resources <br />Adopt a community pride statement and promotional package that <br />can be presented to apartment owners for inclusion in their tenant <br />information similar to the new resident packet. The educational <br />campaign can include ways that a renter can become involved in their <br />schools, city programs and area social gatherings. Encourage renters <br />to choose Roseville over the long term by providing access to <br />resources (whether other rental option or a buying option) t o stay in <br />the community. Longevity encourages stability for renters as well as <br />owners. <br />ii. Create a neighborhood anci�or rental ombudsman - a fi rst key contact <br />for new residents renting in the community <br />iii. Invite the Crime Free Multifamily Association to meet with the HRA <br />Board and the fi re and police departments to discuss possible joint <br />ventures, especially related to life safety and disaster planning. <br />iv. Invite the City Parkand Recreation Commissionto begin programs <br />targeted specifically at residents of rental housing with fi rst year <br />pfanning and seed money from the HRA.
