The Council also directed the <br />City Attorney and staff to ...... "Meinber �hlan moved andMemberSaugh seconded to <br />direct staff toprepare a moratorium ordinance for Council consideration with respect to <br />Title 11 of the City Code, related to subdiv�.sians, plats, minor subdivisions, platZing <br />procedures, preliminary plats and related issues for the purpose of conductinga study <br />reviewing ordinances and policies" The motion carried 3-,2, (draft minutes) <br />1.� Staffand the Attorney have reviewed the record of October 24,2005 and concluded <br />there is not clear direction nor identificationof the study topics. The Council discussed <br />at length a number of broad �tem�/�opic� and later provided the s�a�:'through e-mail <br />additionalviewpoints. However, staff cannot, without clearer direction from Council, <br />create the necessary perimeters for t�e Council to enact an Interim Ordinance, nor <br />formulate a can:�:�u� ��tiine for a particular study. � <br />, � <br />�_� CURRENT POLICY: <br />�. ] It is clear from the discussion that enactment of an Interim Ordinance will require some <br />review of existing policy. Specifically, the City Council adopted policies w�t�. the Raseville <br />Comprehensive Plan — Section 4, Residential Goals & Policies that establish the guiding <br />principlesfor residentialland division should be reviewed and encouraged (see attachment <br />��8�>�. <br />�� B. GENERAL LAND USE POLICIES: <br />Continue to be developed in accordance with the Comprehensive Plan for land <br />use, housing, transportation, and community facilities. Where possible, all �tzture <br />development will reflect the major proposals of the ComprehensivePlan. <br />3. Emphasize quality design, innovative solutions, environmental protection and <br />aesthetic appeal in eammun�ty development throughout +he adoption and use of <br />site design standards, guidelines, and other criteria. <br />11.
