I�I. Residential Areas <br />See Section 6(Housingand Neighborhood Plans) for details relating to the City c£ <br />Roseville Housing and Redevelopment Authority Housing Plan and Goals. <br />A. VISION STATEMENT <br />Roseville shall be a communify with an appropriate balance c� attractive, safe, <br />well maintained housing alternatives. These alternatives shall be available <br />without discrimination in appealing, well kept, crime deterring neighborhoods. <br />Each neighborhood shall have appropriate City services, parks, and open space <br />located in an environment that provides adequate educational, occupational, and <br />spiritual opportunities. <br />B. RESIDENTIAL GOALS <br />1. Achieve a flexible balance c� different types c� housing alternatives <br />(choice) that will meet the life cycle needs c� residents. Through careful <br />use cf the little remaining land in Roseville identify and maintain the <br />existing balance (or at least the same percentages) c� the residential land <br />use acreage throughout the community. <br />2. Identify stable single family areas and protect them. Preserve the integrity <br />c£ existing single family neighborhood by prohibitingthe intrusion c� <br />incompatible uses. <br />3. Preserve residential areas (as currently designated on the City land use <br />plan) which have at least 4 c� the 6 items listed: <br />a) adequate lot sizes for current homes; <br />b) an average building value for the area equal to or above the city <br />average per unit value; <br />c) meet or exceed the structural requirements of the building and <br />maintenance codes; <br />d) required public infrastructure (utilities, roads and sidewalks, and <br />storm water drainage and pondingsystems in place and functioning; <br />e) an identifiable residential neighborhood unit c� 20 or more residences <br />defined by physical boundaries (streets, railroad or utility right-af- <br />ways, etc.) or landmarks (schools, libraries, churches, parks, open <br />space, etc.); and <br />f} a common architectural design or aesthetic treatment. <br />Roseville Comprehensive Plan � 2003 Update Goals and Policies - Page 7 of 7 <br />
