Consider using the Model Ordinances and Best Management Practices <br />published by the State or designated area-wide planning agencies, <br />whichever is more protective c� the resource, especially in redevelopment <br />situations. <br />14. Encourage aestheticallypleasing utility systems and public structures to <br />minimize adverse visual impacts on the City. Require new utility systems <br />to be placed underground where possible, and screening c� utilities which <br />must be located abc�ve ground. <br />15. Encourage underground drainage systems in existing fully developed <br />areas; require on-site treatment ponding where prudent, and regional <br />ponding elsewhere. Establish a surface water management plan that <br />establishes standards consistent with the three watersheds. <br />16. Provide for and encourage opportunitiesfor citizen participation c� all <br />levels c£ planning and review. Encoura�e balanced representation on the <br />Planning Commission. <br />17. Consider the use cf a Planning Study moratorium only as a last resort to <br />reduce potential land use conflicts. <br />18.
