• Work with the townhomes and condominiums in Roseville that were built <br />in the 1970's and are aging. These units are one cf the most affordable <br />housing types in the community. The initial findings cf the multi-family <br />study indicate that those units include a majority � people over the age � <br />55. Many cf these townhorr�e/co�.da associations have not set aside <br />adequate home owners association dues to cover the escalating <br />constructioncosts over the years. Therefore, the funding � large <br />association improvements are either delayed or increases the monthly <br />payment to a level that many seniors can not afford. <br />• Provide a financing mechanism through a housirt� service district to help <br />spread the costs � improvements over a longer period cf time at lower <br />interest rates. This method is similar to a special assessment procedure. <br />Housin� Im�rovement Districts initiated by fhe HRA at the request � a <br />iawz�ho�ne�co�do association reauires r�g front capital to build a fund. <br />Identified �.� a high priority of k he �RA. <br />4.8 Encourage good neighbor policies between residents and between <br />residents and businesses to encoura�e adequate transition and respect <br />between neighbors and discourage incompatible land uses. <br />. Evaluate uses for the borders and buffers program which was developed to <br />address code deficient properties where conflicts exist between properties <br />that could not be resolved by the property owners due to lack � funds <br />and/or unwillingness. This program replaces the long and costly court <br />proceedings for abatement � the property. <br />• Explore the merits cf a"nei�iborhood enhancement �ro -r��" that strives to <br />promote resident participation, unity and pride in all neighborhood <br />blocks by taking an active role in improving the quality cf life within the <br />City. The program would provide the framework to engage residents in <br />being good neighbors, contract for joint services and improvements and <br />provide more formal communication with the City to reduce <br />neighborhood decay. <br />. Evaluate a"Stellar"Home Pro�ram that would recognize and award <br />homeowners for improvement to their homes and/or landscapes. The <br />Program would be evaluated in partnership with the Roseville Parks & <br />Recreation Commission. <br />.
