City Council Regular Meeting —11/14/OS <br />DRAFT Minutes - Page 9 <br />Councilmember Ihlan requested an opportunity to review <br />bills submitted, and those paid by the developer. <br />Councilmember Ihlan reiterated her interpretation of the <br />City's Tax Increment Financing (TIF) Policy; and her <br />intent to vote "nay" to the TIF-related billings. <br />Councilmember Ihlan request clarification on Page 28 <br />related to SRF Consulting for professional services related <br />_ to TIF District No. 17, Twin Lakes. <br />Mr. Welsch advised that this was for services, independent <br />of the development team, for a fair appraisal of traffic <br />projections related to the Twin Lakes Redevelopment. <br />Councilmember Ihlan questioned the timing of the <br />payments. <br />Mr. Welsch advised that the consulting work had been <br />done by his staff to verify the validity of the originally <br />proposed developer-provided traffic counts; and to provide <br />a better understanding of traffic impacts at the Minnesota <br />Department of Transportation (MnDOT} ramp location <br />adjacent to ClevelandAvenue. <br />Councilmember Ihlan noted that she would be voting "nay" <br />on those issues she highlighted, but was supportive of the <br />remainder of the Check Register items. <br />Mayor Klausing duly noted Councilmember Ihlan's <br />preference. <br />Councilmember Kough questioned department process <br />when the Community Development Department had <br />expended their annual budget. <br />Mr. Welsch advised that the majority of expenditures were <br />reimbursed by developers; unless addressed by the <br />department's ongoing professional services budget. Mr. <br />Welsch noted that it was imperative that staff perform due <br />diligence on development project to protect the best <br />
