Property Maintenance Code – Proposed City Code Section 906
b. Licensing and Inspection of Residential Rental Property of 1 to 4 units –
Proposed City Code Section 907
Background
I During the past ten years, at the Council's request, the IRA, Planning Commission and
staff have reviewed the needs for and suggested new tools to retain value in the city's
housing stock. Options reviewed include adoption of a Property Maintenance Code
(for all properties and buildings within the City) and a Rental Licensing Code (for
structures with up to 4 units).
a. Beginning in 1995 and continuing through spring of 1998, the Planning
Commission and staff attempted to create a level of understanding of housing
maintenance issues. Representatives from other units of government were invited
to discuss their city's approach to Housing Maintenance. The City of Minneapolis,
St. Louis Park, Coon Rapids, New Brighton, Shoreview, Winona, White Bear
Lake and Mankato Housing Maintenance ordinances were reviewed, as well as
models f conferences that staff attended.
b. In 1997-98 the staff worked with the 35W Corridor Coalition to develop a model
housing ordinance based on the Shoreview City Code. Any city could adopt it.
Codes and Inspection staff from the 7 cities reviewed the draft ordinance and
recommended more uniformity – adopt the International Property
Maintenance Code with amendments to concur with esting city codes and
the state building code.
Five of the 10 bordering communities (St. Paul, Minneapolis, N ew Brighton,
Maplewood, and Shoreview) have adopted property maintenance codes as well
as rental licensing programs. Of the remaining bordering communities, Falcon
Heights and Little Canada are reviewing the need for and adoption of rental
licensing programs. This could make Roseville more vulnerable to absentee
RCA_ Rental Licensing & Property Maintenance Public Hearing (11-28-OS) - Page 1 of 5
