In 2001-2002 Roseville studied and later created a Housing and Redevelopment <br />Authority (HRA} to focus on housing issues. <br />In 2003-2004 the HRA and the Community Development Department completed <br />the Roseville Multi-Family Housing Study that provided insight into multi- <br />family housing, where it is located, who lives there, how affordable it is, the tax <br />value and physical condition. <br />£ In 2005, the HRA completed a process to review neighborhood housing issues <br />through a series of educational meetings as well as neighborhood meetings. <br />Throu�h the nei�hbo�'b,AOd meetines the most common issue that was heard <br />was the increase in sin�le familv rental probertv and deferred maintenance. <br />Residents were loolcing to the Citv to resolve these issues and protect their <br />nei�hborhood and property investment. This has helped the HRA understand <br />the issues and determine the best, most effective approach to maintenance and <br />rental housing issues. <br />2.2 From all those study meetings came a concept of "housing preservation" and code <br />changes that are intended to: <br />1) Provide housin� maintenance re�ulation for ��I units through the adoption <br />of a Housing Maintenance Code — International Property Maintenance Code <br />with amendments (Attachment A— Draft Section 906 of the City Code, and <br />Attachment C). <br />• This would provide the authority to conduct exterior onlv maintenance <br />regulation for owner occupied single family housing units and other property <br />and would enhance the existing nuisance ordinance (Section 407 of existing <br />City Code), improving the street appeal and value within Roseville's <br />neighborhoods. <br />2) Provide a rental licensin� re�ulation and applicationprocess for rental units <br />including sin� family, duplexes. triplexes and fau.rplexes through the <br />adoption of a Rental Licensing Ordinance (Attachment B— Draft Section <br />907 of the City Code). <br />• This would provide the authorityto inspect the exterior & interior of rental <br />properties of 4 units or less to ensure that they are in compliance with City <br />Codes including the proposed Property Maintenance Code. <br />RCA_ Rental Licensing &Property Maintenance Public Hearing (ll-28-OS) - Page 2 of 5 <br />
