City Council Regular Meeting —11/14/OS <br />DRAFT Minutes - Page 18 <br />19, 2005 Council meeting, following the Truth in Taxation <br />Hearing on December 5, ZOOS. <br />Councilmember Kough attempted a line item reduction from the <br />— City Manager's proposed budget (i.e., later trade of police squad <br />cars), and proposed such a move as City Policy. <br />Councilmember Ihlan clarified the motion, that the levy be at 5% <br />— or lower, in an attempt to achieve consensus; and that she was <br />not proposing Option D, but that the remaining discussion time <br />before budget adoption be used to further reduce the proposed <br />levy. <br />Councilmember Schroeder spoke against the motion, opining <br />that he could not support a percentage, without a line item <br />definition. <br />Roll Call <br />Ayes: Kough and Ihlan. <br />Nays: Maschka and Klausing. <br />Abstentions: Schroeder. <br />Motion failed. <br />10. Consider Firefighter Pay Firefighter Pay <br />City Manager Beets thanked the City Council for previously- <br />adopted pay plan for non-unionized city employees other than <br />firefighters, to be effective January �, 2006. <br />City Manager Beets reviewed the request and addressed <br />Councilmember concerns; reviewed current and proposed pay <br />ranges; and reconsideration of the Training Manager position and <br />the proposed pay range with that additional position; and <br />reduction of pay scale by $2.00 per hour within the pay range to <br />accommodate a five percent (5%) levy. <br />Maschka moved, Schroeder seconded, approval of a new pay <br />plan for Firefighters, effective January 1, 2006, that is graduated <br />fram $12/hnur to $161hour, based on rank. <br />Councilmember Kough spoke in support of the motion, given <br />that it did not include the Trainer position. <br />
