City Council Regular Meeting —11/14/OS <br />DRAFT Minutes - Page 19 <br />Councilmember Schroeder spoke in support of the motion; <br />expressing offense that the City Manager had brought forward <br />the proposed training position again. Councilmember Schroeder <br />opined that the Fire Chief and Deputy Chief were originally <br />hired full-time to provide training, and they should be required to <br />do so, without the attempted hiring of another position. <br />Councilmember Ihlan spoke in support of a Training Manager <br />position that would allow a higher pay range for firefighters. <br />Mayor Klausing spoke in support of a Training Manager <br />position, but expressed his support of this motion if it provided a <br />pay increase, and there was no consensus for adding the Training <br />Manager. <br />Councilmember Kough spoke in support of the motion; opining <br />that the Fire Chief should provide training; and asked Chief <br />Ciasaway to respond to public concerns raised regarding his <br />recent training trip to Colorado. <br />Fire Chief Rich Gasaway <br />Fire Chief Gasaway advised that his recent meeting in Colorado <br />was not �-aining-rela�ed. Chief Gasaway noted that, as a <br />Presidential appointee serving on the Medal of Valor Review <br />Board to determine recipients of heroism awards, but it had <br />nothing to do with training. Chief Gasaway further noted that he <br />did attend a conference in Denver, CO, and served on the <br />committee that planned the conference; and that his tuition, <br />room, and air fare was paid by that committee. Chief Gasaway <br />advised that he had taught two classes while in Denver, but there <br />had been no additional expense to the City of Roseville. Chief <br />Gasaway respectfully noted that what activities or training he <br />participated in when not on duty in Roseville, was his personal <br />business; and if he had conflicts during a work week from other <br />interests, he would be using his vacation time from the City of <br />Roseville. <br />Councilmember Maschka spoke in opposition to the Training <br />Manager position. <br />Mayor Klausing spoke in support of the motion, not as his first <br />
