Councilmember Schroeder requested that <br />Mr. John Kysylyczyn be provided public comment to shed some <br />light on the matter from his substantive research as requested by <br />Councilmember Schroeder. <br />Mayor Klausing suggested that, in 2006, the Council may benefit <br />incorporating this discussion as part of their goal-setting process. <br />Councilmember Schroeder concurred; but opined that the <br />"policies" couldn't be deleted wholesale from the budget book. <br />Mayor Klausing opined that the "policies" not be included in the <br />budget book. <br />Councilmember Ihlan suggested consulting the City's external <br />auditor prior to deleting the statements. <br />Discussion included current budget discussions and consensus <br />issues related to a levy increase; and policy status andlor <br />amendment. <br />Councilmember Maschka, from a historical perspective, <br />addressed the evolution of the budget and process; and the need <br />to do more strategic planning; opining that at another time, the <br />policies needed review. <br />Councilmember Maschka spoke in support of keeping the budget <br />book "policies" as they are, and evaluating them later. <br />Councilmember Schroeder spoke in support of leaving the <br />policies in the budget book; and respectfully requested that <br />Mayor Klausing allow public comment from Mr. Kysylyczyn for <br />a maximum of two minutes. <br />John Kysylyczyn, 3083 N Victoria Street <br />_ Mr. Kysylyczyn provided a bench handout of City Council <br />— meeting minute excerpts, as well as standing policies. <br />Mr. Kysylyczyn reviewed the documents, in historic order; and <br />systematically disputed comments made by City Manager Beets <br />in his November 4, 2005 memo to the City Council, opining that <br />
