City Council Study Session —11/21/OS <br />1� L��l�"�' Minutes - Page 19 <br />it was "seriously flawed." <br />City Manager Beets offered to perform another review of City <br />Council minutes to verify those items voted on; and noted that, <br />as an example, the Professional Services policy in the budget <br />book, was not that submitted in the agenda packet, and language <br />had apparently added following the meeting; similar to original <br />language and future amendment to the Tax Increment Financing <br />policy. <br />8. Discuss the 2006 City Budget and the HRA Levy <br />Councilmember Ihlan expressed concern that the HRA Levy was <br />not being taken into consideration in the levy increase proposals; <br />thanked staff for providing the additional i� �o�.at�o� she had <br />requested; and encouraged the City Council to seriously consider <br />reducing the HRA preliminary levy. Councilmember Ihlan <br />further questioned the November 15, 2005 HRA Agenda <br />discussion regarding hiring Ms. Cathy Bennett as an independent <br />contractor, rather than as a City employee. <br />Discussion included funding areas previously discussed for HRA <br />administration; transfer of funds to HRA upon its inception and <br />their assumption of City projects already in process; the H�'s <br />budget, levy and expenditure of levy funds. <br />Councilmember Ihlan expressed her concern as to the structure <br />of the �IR_A and Council's lack of control. <br />Further discussion included the status of the Executive Director; <br />City Council and HRA authority and funding; Councilmember <br />Maschka's involvement as the Council's liaison; and advantages <br />for the City in having an independent contractor status for the <br />Executive Director. <br />There was no consensus for Councilmember Ihlan's proposal to <br />reduce the HRA.
