Therefore, it shall be the policy of this City to avoid the <br />appointment of citizens who have been actively involved in the campaigns of any <br />public official who is currently in office. Shall there be difficulty in attractina <br />applicants for a� t�� �it���r� �r��, q��lifu� citizens � this �at�g� <br />�� b�e �pp�inr�d �rith consent. <br />The I, ��� and City Council � that the Open ti Law is an integral <br />�k f�t,+� �t � r �� � three member commissions, none f�� <br />members can meet outside of a regularly scheduled meeting without possibly <br />violating the law. Therefore, all commissions shall have a minimum of 5 <br />members. Standing commissions shall have a maximum of 9, while all other <br />commissions shall have their ma�dmum set by the Mayor and City Council upon <br />their formation. <br />The Mayor and City Council recognize that the involvement of young people in <br />government is crucial in preparing them to lead our city in the future. Therefore, <br />it shall be the policy of this City to appoint one High-School student to every <br />� standing commission, and to a majority of all other special commissions. Student <br />member'� shall be entitled to all of the rights and benefits of other members as <br />allowed by law. Students must be residents of Roseville, and the term of <br />appointment shall be yearly.
