����� �� � � � � <br />� � �� <br />Community Participation and Consultation Policy <br />, ._,. _ <br />.������� <br />While Ihc City Council is elected to represent the community in malcing choices of public safety, public <br />worlcs and the providing of general governmental services, the Council will malce a every effort to involve <br />the community in thc decision-malcing process where major community interests arc concerned and <br />whcre state and local statutes permit. <br />It has been Ehc practice of the Council, and will continue to be, to appoint commissions, taslc forces, and <br />othcr worlc groups froa� the community to explore and p�eser�t ideas and altcmatives with rcgard to issues, <br />whicli arc of importancc lo thc community. <br />l�i addition, any cxpcnditure of funds in cxccss of $3 million of local property tax dollars and which <br />iuvoEves community facilities, will bc brought to lhC community in tttc form o fa referendum. <br />��.�a�i-, <br />Thc scapc of the policy is to activcly involve the community in those major facilities issucs which include <br />the addition of parlcs, pathways, public facilities, zoning. neighborhood development issues, and any other <br />areas dccme� appropriate. <br />POLICY <br />Tlic City of Roscvillc will cndeavor to invOlvc representative citizen grou�s, including student <br />representation, in thc discussion and advising on issues which require more input as to the wishes and <br />i i�eds of the comn�un �ty than can bc provided by staff, consultants, or [�i� City CounciL It is the intent <br />o f the Council that �I_ study �roups, camrrtissio�s, and committees will consist n�at least �._ <br />members unless atE�erwise sp�GF�e� b,y;statute. ;� ., <br />IMPLEMENTATION <br />Tlic City GouuGii will work with staf�to assist in defining Ehvsc issucs which require mofc community <br />�uidance and input. Those issues will be presented to reptescntative community worlc group to assist in <br />khc ascertaining the r�eed, fact-finding, and dctcrmining feasible alternatives, be�orc the City Council <br />dclibcratcs a final resolution of those issues. <br />�� <br />
