Therefore, the City Council will make every attempt to avoid <br />scheduling televised meetings with these other elected officials, for a period of <br />four months before they stand for election. <br />Since communication is essential for a unified approach on issues, staff will keep <br />the Mayor and City Council appraised of all communication regarding city <br />business, with the County Commissioner, Legislature, and the Govemor. <br />In keeping with the democraticprincipals of our govemment, in no way will this <br />policy prevent any elected official, or staff member from advocating their personal <br />positions on issues at any level of govemment. <br />Notes: <br />US Constitution, first amendment: <br />Congress shall make no law respecting an establishment of religion, or <br />� prohibiting the free exercise thereof; or abridging the freedom of speech, or of the <br />press, or the right of the people peaceably to assemble, or to petition the <br />govemment for a redress of grievances. <br />Minnesota Constitution, Article I, section 3: . <br />.
