D. RESIDENTIALPOLICIES: <br />Adopt flexible standards for new single and multiple faz�ily housing developments to <br />allow for innovative development and more efficient densities. It is not the goal of the <br />City to significantlyincrease overall residential densities. <br />�� Encourage innovative high quality planning and design in residential <br />developments that cater to the life sty�e/life cycle of present and future residents. <br />High quality developments may include such improvements as masonry exteriors, <br />higher window and wall insulation packages, underground parl�ing, more us�able <br />open space, than normally required, porches, landscaping, and amenity packages <br />within each unit. <br />6. To protect the integrity of all housing areas, require strict adherence to all performance <br />standards. <br />�� Undertake appropriate actions to ensure the safety and security of residents in <br />their neighborhoods. <br />T�1 Maintain the quality of existing residential areas through comprehensive <br />enforcementofall codes. <br />••�� Adopt appropriate ordinances to ensure property is maintained in order to prevent <br />deterioration of residential neighborhoods. <br />�� Where higher intensity uses are located adjacent to existing residential <br />neighborhoods, create effective land use buffers and physical screening. <br />�� Consider ordinances (including setbacks) to allow for easier expansion or upgrade <br />of existing residences. For example, establish a percentage of each lot (30%, 25% <br />in shoreland areas) which may have impervious cover; establish expansion <br />standards consistentwith the majority of adjacent or nearby structures; or, with <br />both property owner agreement, change side property line setback requirements to <br />side yard setbacks between structures. <br />4.14 ComprehensivePlan Land Use and Demographics. There have been several changes <br />to the Comprehensive Future Land Use Map for this Planning District (#13} since 1994. <br />Land Use Decisions: <br />In 1995, the City Council changed the designation of3 .19 acres from Low Density <br />Residential to Medium Density Residential. The property was also rezoned to Planned <br />Unit Development to allow the development of Rose Villa, a town home development <br />with 16 units.
