4.13 Com�rehensive Plan Land Use — Goals 8x Policies: Section 3 of the Roseville <br />Com�rehensive Plan identifies specific goals and policies adopted by the City. The <br />following are those applicable to the subject request: <br />A. GENERAL LAND USE GOALS: <br />], Maintain and improve the community character and identity; encourageprojects which <br />strengthen our children, families, and neighborhoods. <br />�. Maintain the existing residential areas of the City as designated on the land use map. <br />Identify and maintain approximately the same balance (or percentage) of various land <br />uses throughout the community, allowing some flexibility. <br />�, Eliminate blight and prevent deterioration of buildings and infracture. Strive for better <br />aesthetic appeal. <br />Encourage opportunities for a diverse population with respect to age, ethnicity, and <br />economic composition. <br />�, GENERAL LAND USE POLICIES: <br />Continue to be developed in accordance with the Comprehensive Plan for land use, <br />housing, transportation, and community facilities. Where possible, all future <br />development will reflect the major proposals of the ComprehensivePlan. <br />Emphasize quality design, innovative solutions, environmentalprotectionand aesthetic <br />appeal in community development throughout the adoption and use of site design <br />standards, guidelines, and other criteria. <br />11. Promote a balanced tax base by: a) encouraging quality residential development in <br />established neighborhoods; and b) encouraging intensive quality developmentof non- <br />residential projects in appropriate areas as guided by the C'c�rr� prehe,7si}r� Plan. <br />C. RESIDENTIAL GOALS: <br />1. Achieve a flexible balance of different types of housing alternatives (choice) that will <br />meet the life cycle needs of residents. Through careful use of the little remaining land in <br />Roseville, identify and maintain the e�sting balance (or at least same percentage) of <br />residential land use acreage throughout the community. <br />2. Identify stable single family areas and protect them. Preserve the integrity of existing <br />single family neighborhoods by prohibiting the intrusion of incompatible uses. <br />5. Encourage maintenance of existing housing and property. Upgrade current homes and <br />property to meet "move up" housing needs.
