October 5,2005 <br />Thomas Paschke <br />City Planner <br />City of Roseville <br />Re: Comments for Hearing Regarding Preliminary Plat Approval for Birch Park (PF <br />3665) <br />Dear Mr. Paschke: <br />Thank you for talking with me about my concerns regarding runoff from the proposed <br />Birch Park redevelopment project. In particular, I am concerned with the infiltration <br />containment area proposed for the southeast comer and the potential for adverse effects <br />on properties to the east and south. <br />Currently, runoff from this portion of the site exits onto neighboring properties via <br />overland flow. While the area to be drained from this portion of the site is approximately <br />the same before and after construction, runoff volumes after construction will likely be <br />greater, due to increased impervious surfaces, and the runoff will be channeled through a <br />12" pipe at the bottom of the infiltration containment area, potentially leading to o��'site <br />erosion and other problems. <br />As I understand it, the drainage and utility plans must still be reviewed and approved by <br />the city's engineering department.
