City Council Regular Meeting-11/28/OS
DRAFT Minutes - Page 19
Mayor Klausing clarified that the meetings were held at the HRA
level; had been for the purpose of city-wide discussions related
to housing, as well as other issues.
Jim Badzinski, 385 Owasscr Blvd. S
Mr. Badzinski spoke in opposition to the selectivity of such a
rental licensing program; and the additional cost to small rental
properties.
Mr. Badzinski addressed owner/agent responsibility related to
the conduct by tenants or their guests that would be in violation
of state statute or ordinance, as outlined in Section 907.13,
Attachment B, of the proposed ordinance, Section 907; and
subsequent provisions for violation. Mr. Anderson expressed further
concern regarding building code compliance, and the age of
rental properties, and questioned how the age of a structure and
restrictions would be addressed during inspections. Mr.
Anderson referred to the recent ordinance adopted by the City of
Lakeville, minus fees. Mr. Anderson opined that it was easier
for the Council to "pick on" small properties, rather than large
complexes; and that it was discriminatory; and that the City
should either do all rentals or none.
Ron Bartz,1499 Claremar
Mr. Bartz expressed fiustzaiion about the rental property
adjoining his, the seven students currently housed there; and his
