City Council Regular Meeting —11/28/OS <br />DRAFT Minutes - Page 25 <br />complaints on rental properties, whether owner-occupied or <br />absentee landlord cases, as well as owner-occupied single family <br />residences. Ms. Berry recognized that there was owner-occupied <br />housing in her own neighborhood that didn't comply with City <br />code. Ms. Berry opined that it seemed obvious that a consistent, <br />enforceable, universal code inspection was necessary and <br />appropriate to maintain the City's housing stock, particularly <br />older housing stock. <br />Ms. Berry questioned how the City proposed to identify rental <br />housing, except where specific complaints were received? <br />Mayor Klausing and Ms. Berry discussed the difficulty for the <br />City in finding out which properties were rentals. <br />Richard Houck <br />Mr. Houck questioned how the Council proposed inspection of <br />all properties when a complaint was received, not just rental <br />housing. <br />Mayor Klausing thanked the public for their testimony at <br />tonight's meeting; and the ensuing discussion; and advised that <br />future Council discussion, consideration, or action related to this <br />item will be publicized by staff for the public's information. <br />Mayor Klausing closed the Public Hearing at 9:Q0 p.m. <br />Written testimony provided via bench handout prior to the <br />meeting and attached include: Leonard Laskow; Pat Gavan� <br />Gordon; Glen and Carol 1Vle�xi�l; James R. Gray; and Halvor and <br />Delores Nelson. <br />No formal action was taken. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 9:02 p.m. <br />and reconvened at 9:11 p.m. <br />9.
