Mr. Mz�le�r advis�d that the City currently had nine <br />license ho�ders; with the tenth and final Iieense applicatzon <br />pending. <br />Mr. Mz11er z-eviewed eunrent licensin� requirements; curren� <br />licenses, including all 63 establishments that se�l a�coholic <br />beve�a�es; state sta�ute and r�gulation; and poiential in�eres� <br />irom additional and fiatur� applicants. <br />Mayor Klausing opened �he Public Hearing a� 9: I S p.m. <br />S�eve Burwell, �482 N Alb�rt, awner of Fa�rv�ew Wine & <br />Sp�r�ts, 2579 Fa�rv�ew Avenue <br />Mr. Burwell, as a business owner, reviewed the his�ory of his <br />business and purchase of such when the City decided to get out <br />o� �heir three municipal liquor stares in � 983. Mr. Burwe�l <br />discussed the axbzt�ary detezmina�ion foar ten lieenses and <br />provided his perspective of the Council's ra�ionale a� �hat time. <br />Mr. Burwell noied �ha� he had made a cammitment to �is <br />landlord, bank, insurance company and suppliers — and his <br />persona] guarantees — and had ope�rated �ox ov�r 20 years, as the <br />oldest �ieense �older in Rosevil�e. Mr. Burwell took issue with <br />the City consider�ng additional Iicenses at this time; given the <br />amount o�' time (20 yea�s) for the Gity to use its allotted �en <br />licenses. Mr. Burwell questioned whethe�r th�� was to <br />accommodate a"b�g box" re�azler proposed for the Twin Lakes <br />developm�n�; and wh�re the need existed. Mr. Bu�-well noted <br />that the community was aging; euz�ren�ly had one license for each <br />33a4 people in the commun�ty; and that the �iquor indust�y was <br />different ioday than tw�nty years ag�. <br />Mr. Burwell advised thai h� had made anothear commitment and <br />taken a risk io expand their store two y�ars ago, based on the <br />Czty's ten �icenses. Mr. Burwe�l opined that there was na <br />rat�onale in �9$3 for the ten licenses, and there appea��d io be no <br />xatzonale �ox tanighi's decis�on.
