As an owner of a side by side duplex in Roseville, a current business owner in Roseville and former resident for 18 years I can understand why everyone would be concerned about property upkeep and maintenance. 1 take great pride in maintaining my property and repairing anything that might require attention. My attitude stems from a business ethic as well as keeping property values as high as possible. The new proposal seems to have been brought about by the duplex or single family rental home that apparently does not share this attitude, yet all of the responsible owners will pay the price. The problem 1 have with this proposal is to question why is it different from the conditions of any normal single family owner occupied home. I f the property is not maintained there are procedures available to inform the city and thus have the codes enforced. A neighbor can easily find out who the property owner is and make a direct complaint if they desire. This new system will merely add another layer of bureaucratic control to an already overloaded public inspection system. 1 propose that the Council pass a resolution requiring all landlords to provide a tenant with a packet that describes their rights and procedures for taking any complaints to the proper City Officials. You also could go so far as to require a one time inspection for any property that is being converted to rental. This provides a base line for any minimum standards that are required. To further show my concern, I would volunteer my time to help draft a proposal that 1 feel would more acceptable to all the owners of rental property in the city. Sincerely, L��naf� �.a
