l 19. Does the ownership side of a duplex need to be updated? Staff Response -
No, On/y the renta/ unit is subject to inspection and updating (which is
minimal - smoke detectors andground fau/t out/ets to protect renters). And,

there is a rental license re/ease for family or extended family renting an
adjoining unit.
? 20. Rents will increase based upon fees? Staff Response - With a$50 per year
license fee the month/y costs is on/y $4.16 per month. A tenant wou/d
{ probab/y be willing to pay that amount to be assured that the property is
I 0 being maintained and not a safety or hea/th hazard Typical rents in Roseville
11 for a 2-bedroom unit average $10, 200 a year and . - month.
I However, we have been to/d that many of the 'Student housing"renta/s are
1 being charged between $1,500 to $1,804 per month.

] Z1,
] Er
]
]8

i '7
C
 5

Would prefer an inspection program with no fee and only periodical
inspections. 1 year if comply, don't reinspect for 5 years. Staff Response -
I n five years, based an Roseville turnover, many units will have seen 2 to 3
different tenants. Five years doesseem /ax andperhapsinspection every
other years and a t tenant turnover wou/d be more sufficient. The City
Council determines /eve/ of funding through /evy and fees approva/ annually.
/here is no fee, '" wou/d certain/y increase the required /evy amount
(prryment by all city taxpayers) to cover full program. All absentee managed
units must be inspected yearly or every-other-year for the program to be
effective, successfu/ and he/p to partially support it financially.
?r 5taff Summary Comment - A Rentallicensing program, while viewed as vita/ to
the city's future by staff, is an issue being driven by Roseville citizens
concemed about the negafive impact these renta/ or businessproperties are
' having an their home'sproperty va/ues and the ►ty of their neighborhoods.
r Furthermore, residents are frustrated with the City's inability to address the
prob/ems these type of properties cause. Because the city is aging this is a
3 prob/em which won't begoing away. I n fact, the issues will increase and continue
to be more significant each year without a rental licensing ordinance.
