Like entering the <br />Dome for a footballgame, everyone must have their purses and backpacks <br />inspected to find the few who bring in contraband / t may seem like a wasted <br />effort an �he law abiding citizens, but it is necessary to weed out those few <br />who take advantage of the situation. A/so, we must not forget that these <br />renta/ properties are businesses'prof�ting from and operating in a <br />predominate/y residentia/ area. /fone is operating a business it is not <br />unreasonab/e to expect to pay a small fee ($4 a month is very small compared <br />to typical rents received) so that the city can monitor this business as a <br />group and verify it does not adverse/y affect other property owners nearby <br />(and who's homes often represent their largest personal asset/investmentJ. <br />City staff and Attorney will need to review the ordinance in detail. However, <br />the initial reaction is that the Burnsville ordinance is very limited and wou/d <br />not �ffectively address current issues. / t concentrates an administration o f <br />crime re/ated issues. The property owner must be part of various /eve/s of <br />invo/vement with housinggroups such as the mu/ti-family housing coalition, <br />etc which Roseville does not have a very active prrrticipate. There is a group <br />- Crime Free MF housing - but they most/y deal with police issues in /arger <br />facilities. Staff wou/d need to be assigned to imp/ementa more proactive <br />crime free rrruli��' family program for it to be effective. Who wou/d do that? <br />Police? I n Burnsville, there is no inspection requirement so it is unc/ear how <br />this wou/d work and how the city wou/d know if there was any vio/ation except <br />re/ated to police calls� The program is costing Burnsville $30, 000 to <br />administer, most/y for meetings, mailings and paperwork. / t does not cover <br />inspection costs. <br />3� 18. Need to make sure that the inspection report will hold up in court.
