December 19,2005 Council Meeting <br />To council members, from Tom Kough <br />At our last council meeting, we agreed to have Chris Miller bring resolutions to <br />the December 19th meeting calling for a 5% increase in the tax levy. <br />The council will be voting on the levy and budget on December 19'n <br />The following are budget motions that I am asking to be considered. Some of <br />these ideas come from Greg Schroeder. None will change our 5% levy, and <br />many will lower our use of reserves. These motions are to be voted upon one at <br />a time. Council members can vote as they like on each one of them. The last <br />motion will affect how the council controls the budget in 2006. I believe that we <br />are currently proposing to use $138,642 in reserves which Klausing and <br />Maschka have asked us to lower. <br />Budget motions: <br />�. I move to repeal the funding for the community survey ($30,OOQ), so these <br />funds can remain as a reserve in the communicationsfund. <br />2. I move to eliminate the new upgrade of Police Sergeant to Lieutenant <br />($6,Q00), so these funds can be used to lower our use of reserves. <br />3. I move to delay upgrading one warning siren ($16,000), so these funds <br />can be used to lower our use of reserves.. <br />4. I move to eliminate funding for the International Performance <br />Measurement system ($�0,000), so these funds can be used to lower our <br />use of reserves. <br />5. I move to cancel membership to the Suburban Rate Authority ($3,500}, so <br />these funds can be used to lower our use of reserves. <br />6. f move to reduce administration department conference fees to reflect the <br />actual in previous years ($3,0�0}, so these funds can be used to lower our <br />use of reserves. <br />7. I move to reduce administration departmenttraining to reflect actual costs <br />in previous years ($5,500), so �hese��'und5 can be used to lower our use of <br />reserves. <br />
