��{�� �'L <br />*��.F� <br />i�l���'1� <br />To: city council � - ����� <br />�. <br />From: Neal Beets <br />� �.� � f <br />Date: December 15,2005 <br />Re: Budget Amendments <br />INTRODUCTION <br />Councilmember Kough asks that you consider 11 budget motions. <br />GENERAL COMMENT <br />When we talked about the budget at your last Council Meeting, the entire <br />Council agreed that trying to make numerous changes to the budget on the fly at <br />the last meeting of the year was not a good idea, especially when there have been <br />12 previous council discussions and meetings regarding the 2006 budget. Thus, <br />at your last Council meeting a majority of the Council directed staff to prepare <br />budget resolutions based on a 5°/o tax levy increase, Option D. Staff did so. <br />Now, approval of any of the 11 motions at this late hour would do what you just <br />said you didn't want to do: Have staff amend budget resolutions on the fly at <br />the last Council meeting of the year. <br />SPECIFIC COMMENTS to NUMBERED MOTIONS <br />l. A community survey simply but importantly asks a statistically valid <br />cross-section of residents what their impressions are of city services. Such <br />surveys are a normal part of any customer-centric business. <br />2. Excellent employees leave when they are not promoted. And as we have <br />demonstrated, our rank structure is flat and thin compared to other cities our <br />size. <br />3. Replacing one warning siren a year is a minimal investment in this <br />important public safety situation. <br />4. If we don't thoroughly measure the results of our performance, how do <br />we know � we are being effective? If we don't thoroughly compare our <br />performance results with other cities, how do we know if we are being efficient? <br />5. Approximately 55 other metro communities belong to the SRA. Roseville <br />benefits from this kind of regional cooperation. Eliminating membership in the <br />
