Councilmember Ihlan asks that you freeze the filling of the Economic Develop- <br />ment Director position and all contractor expenditures for economic development until <br />the Council studies the position further. <br />2. This memo briefly reviews the important economic development functions that <br />require staff and/or contractor attention. <br />ECONOMIC DEVELOPMENT TASKS - SCOPE OF RESPONSIBILITY <br />3. Comprehensive Plan update for Section 7- includes research and evaluation of <br />existing economic condition (employment, businesses, available lease space, trends, <br />valuation changes within redevelopment areas and update economic development <br />goals and strategies). <br />4. Business Link Program -Business Link Newsletter (2 to 4 times per year), busi- <br />ness visits, ema�� contacts and check-in- serve as the key contact to forward questions <br />and concerns to appropriate city staff from the business community. <br />5. Small Business Loan Program Management - outstanding loans and new loan <br />management. Over the past 5 years, there 8 smallbusiness loans totaling $176,000, <br />which leveraged $2.8 million in private investment and created 32 new jobs in the <br />community and retained numerous others. (Thereis a zero default rate.) <br />6. Compile and manage listing of new businesses in Roseville using Minnesota <br />Real Estate Journal listing. <br />7. Grant management - EPA Brownfield funds ($500,000 of unused dollars), un- <br />used Met Council Cornerstone grant funds ($17,SOObalance to use by Spring 240b), re- <br />porting for Ramsey County CDBG for Applewood Ct homes. <br />8. Grant writing -annual Metropolitan Council contamination, Livable Communi- <br />ties funding for redevelopment projects. (Over the past 5 years, there have been ap- <br />proximately $2.0 million in grants and loans obtained.) <br />9. Respond to development inquiries - phone calls, meetings, update online prop- <br />erty information, tracking and quarterly review of lease space for commercial and in- <br />dustrial areas. <br />
