�,�,�' The proposed redevelopment (interior remodel, addition, and new structure) of this site will <br />require Kimco or its contractor to submit detailed plans to the Community Development <br />Department for review by the Development Review Committee consistent with Section 1005 <br />(specific to the Retail Business D�str�ct) and Section 1010 (Design Standards) of the Roseville City <br />Code. <br />�5.3 Before any building permit or site plan approval can be given by the City, storm sewer, sanitary <br />sewer, and watermain need to be designed and sized properly (currently these infrastructure is <br />provided to the site). The Rice Creek Watershed must review the storm water management plan <br />for this redevelopment (since it is over one acre) and issue the appropriate storm water <br />management surface water permit. The proposal must also meet the City's storm water <br />management requirements and receive the approval of the City Engineer. A utility plan must be <br />submitted for review and approval by the Public Works Department and Fire Marshal that <br />indicates the location of the properly sized sanitary sewer and water stubs. <br />�7.� Signage for the site and building must meet Section 1009 of the Roseville City Code and parking <br />lot lighting (new downcast) must meet Section 1010 of the City Code. <br />��. � A landscape plan will be required that meets the Street Tree Master Plan for boulevard trees along <br />the service drive (those that will not block views of turning vehicles) and includes internal <br />landscaping consistent with Section 1010. Parking lot landscaping is required and staff has <br />discussed with Kimco the preservation of certain mature trees and sl3rubs around the periphery that <br />will not be impacted by the redevelopment. <br />�,� No EAW is required for the change in use. <br />� � The building materials of the remodeled Franks structure and all new structures an/or additions, <br />must meet Section 1010 (Design Standards) of the City Code. <br />F.0 STAFF RECOMMENDATION: <br />?.1 Based on the information in Section 5 of the project report dated December 7, the City Planner <br />recommends approval of the REZONING to allow the redevelopment of the 1800 Highway 36 <br />(former Franks Nursery & Crafts). <br />�f_0 PLANNING COMMISSION ACTION: <br />�. � On December 7,2005, the Roseville Planning Commission held the public hearing regarding the <br />Kimco Realty request. No citizens or property owners were present to address the Commission, <br />but the Commission did have questions of the professional staff. <br />�. � Specifically, Member Boerigter asked the City Planner how the Sports Authority site would be <br />zoned (B-2); Chair Traynor asked why the Frank's site was initially zoned B-1 (no conclusive <br />information �- Lawn and Garden Centers are only permitted in �3-1 or B-1-B zone); Member Pust <br />asked if staff had concerns over adjacent day care use (no); Chair Traynor asked whether parking <br />could he accommodated on the site (yes); Member Womiak asked for details of the parking lot <br />connections (part of original site plan approval — will be connected to allow for greater <br />disbursement of vehicle traffic; Chair Traynor indicated a concern over the rezoning and its <br />perceived increasing impacts due to a greater allowance of retail uses (City Planner stated that <br />although the B-2 zone allows more flexibility in the number of permitted uses, it is uncertain <br />PF3680_RCA_i2I9€35 Page 4 of 7 <br />
