City Council Regular Meeting —12/OS/OS DRAFT Minutes - Page 16 Mr. Paschke noted that Capitol Region Watershed District's status as an approval body was still pending, and that they were entitled to make comments on specific proposals, but that they were not a permitting body like Rice Creek Watershed District at this time. Ron Anderson, Applicant Mr. Anderson assured Councilmembers and the public that he was currently addressing the drainage issue with his engineering firm, Larson Engineering, and Debra Bloom of City staffs Engineering Department; and all were convinced that the drainage issue was being addressed, would be rectified and resolved. Mr. Anderson expressed his appreciation to the City Council for not proceeding with the moratorium. Mayor Klausing opened the meeting to public comment at this time; noting that the formal public hearing had been held at the Planning Commission meeting, in addition to public comment heard by the City Council at previous meetings; asking that the public keep their comments brief to allow everyone an opportunity to speak, and to refrain from repetition of previous comments already provided to the City Council. Dale Howe, 991 Parker Avenue Mr. Howe noted his concerns with drainage and flooding issues; expressed appreciation that they were being addressed; and defined specific problem areas related to non-permeable surfaces. At Mayor Klausing's request, staff confirmed that runoff from the new development could not increase, but had to provide sufficient impervious surface to manage the drainage on site. Bill Kuhbander,1016 Parker Avenue Mr. Kuhbander referenced the 60 signatures from the neighborhood; recognizing negligence from the City and prior City Councils for not considering subdivision ordinances; and opined that the petition should stand for something.
