City Council Regular Meeting —12/OS/OS <br />DRAFT Minutes - Page 23 <br />Councilmember Schroeder, from his expertise as a Civil <br />Engineer, deferred to staffs monitoring and review of drainage <br />issues; noted that the traffic on Parker Avenue, designated as an <br />MSA reliever route, was designed to handle substantial traffic, <br />and safety concerns could be handled by Police Department <br />enforcement of speeds. Councilmember Schroeder questioned <br />why the City Council needed to look for "middle ground" as <br />opined by Councilmember Ihlan, when the project met all the <br />City rules, and the vision of the City's forefathers. <br />Councilmember Schroeder noted that the cul-de-sac diameter at <br />50 feet was adequately designed to meet requirements for safety <br />vehicles, and the developer had followed all the rules as <br />established. Councilmember Schroeder spoke in support of the <br />proj ect. <br />Mayor Klausing noted, for the benefit of the public audience, <br />how divisive these issues could be for neighborhoods; and asked <br />residents to remember that they were still neighbors and asked <br />for their respect of each other. <br />Roll Call [5.1� <br />Ayes: Kougl�, Maschka; Schroeder and Klausing. <br />Nays: Ihlan. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately $:38 p.m. <br />andreconvened at $:52 p.m. <br />7. Consider a Resolution Regarding Draft Rules Proposed by <br />the Capitol Region Watershed District (CRWD) <br />Public Works Director Duane Schwartz provided an overview of <br />the proposed new rules for Capitol Region Watershed District <br />(CRWD) as previously presented to the City Council at their <br />November 21, 2005 Council meeting; and staffs request that the <br />City Council adopt a resolution requesting the Board of CRWD <br />to delay adoption and implementation of the rules pending <br />establishment of a technical advisory committee to review and <br />suggest any necessary revisions to the rules relating to <br />practicality, performance, implementation, impacts, and cost. <br />Resolution 10358 <br />Draft Rules <br />Proposed by the <br />Capitol Region <br />Watershed District <br />
