City Council Regular Meeting —12/OS/OS <br />DRAFT Minutes - Page 25 <br />completed by the City of Falcon Heights, <br />Motion died for lack of a second. <br />Councilmembers, and Mayor Klausing, while supportive of the <br />idea, didn't feel a motion was appropriate at this time until a new <br />Council was on board after January l, 2006. <br />Discussion included cost of such a consultant; additional <br />information needed; impacts to residents; interest earnings; <br />bonding rates; use for one-time projects having merit; and budget <br />impacts for 2006 and beyond. <br />Councilmember Schroeder expressed appreciation to fellow <br />Councilmembers for their apparent willingness to consider such <br />an independent review. <br />Further discussion included timing for action on the proposed <br />budget; and future resolution adoption in compliance with Truth <br />in Taxation guidelines. <br />Maschka moved, Ihlan seconded, authorizing staff to prepare a <br />resolution for the next regular business meeting of the City <br />Council for a 5% General Fund Tax Levy increase; using City <br />Manager Beets' recommendation, identified as Option D as <br />previously presented. <br />Councilmember Kough questioned whether this included a <br />community survey; and sought a Council commitment that the <br />City would trade vehicles on a longer cycle; and sought <br />clarification. <br />City Manager Beets confirmed that his proposed Option D <br />included the community survey; but delayed replacement of two <br />Police Department squads. <br />Kough moved, Schroeder seconded, an amendment to the motion <br />for a 5% Levy increase, identified as City Manager's Option D; <br />to eliminate the proposed community-wide survey in the amount <br />of $30,000 or for postponement of at least one year. <br />Mayor Klausing spoke in opposition to the amendment; <br />
