City Council Regular Meeting —12/OS/OS DRAFT Minutes - Page 26 reminding Councilmembers that the proposed community-wide survey was not a General Fund Levy-funded item; and expressed disappointment in the Council's unwillingness to compromise, when he had compromised a number of his preferences to achieve a consensus. Councilmember Ihlan noted that while the survey was not part of the levy, it was in the budget; and while supporting Option D and a 5% levy increase, she still maintained the Council's right to review certain line items, specifically the Economic Development Coordinator position that will become vacant January 1, 2006. Councilmember Ihlan opined her desire to freeze hiring for that position until the Council could review the situation and department needs. Councilmember Ihlan supported a 5% levy increase; but not the individual line item vetoes at this point in time, seeking to achieve consensus for a levy increase for the reasons expressed, Councilmember Ihlan spoke in opposition to the amendment. Roll Call (Amendment) Ayes: Kough and Schroeder. Nays: Maschka; Ihlan and Klausing. Motion failed. Councilmember Schroeder reviewed several line items concerns he had with the proposed Option D alternative as presented: addition of a new warning siren; traffic simulation mode; new performance measurement system; additional insurance contribuiion; delay in replacing Fire Marshal vehicle; and addition of some "fluff items that dug into funds that he opined could be more appropriately used for additional snow machines and to offset other public safety reductions. Councilmember Schroeder opined that he could not support Option D as presented. Mayor Klausing noted that there were some things in Option D that were not his preference, but given time constraints, and the time spent debating issues to achieve consensus, he would support the motion for a 5% levy increase. Mayor Klausing expressed his respect for perspectives of individual Councilmembers.
