City Council Regular Meeting —12/OS/OS <br />DRAFT Minutes - Page 26 <br />reminding Councilmembers that the proposed community-wide <br />survey was not a General Fund Levy-funded item; and expressed <br />disappointment in the Council's unwillingness to compromise, <br />when he had compromised a number of his preferences to <br />achieve a consensus. <br />Councilmember Ihlan noted that while the survey was not part of <br />the levy, it was in the budget; and while supporting Option D and <br />a 5% levy increase, she still maintained the Council's right to <br />review certain line items, specifically the Economic <br />Development Coordinator position that will become vacant <br />January 1, 2006. Councilmember Ihlan opined her desire to <br />freeze hiring for that position until the Council could review the <br />situation and department needs. Councilmember Ihlan supported <br />a 5% levy increase; but not the individual line item vetoes at this <br />point in time, seeking to achieve consensus for a levy increase <br />for the reasons expressed, Councilmember Ihlan spoke in <br />opposition to the amendment. <br />Roll Call (Amendment) <br />Ayes: Kough and Schroeder. <br />Nays: Maschka; Ihlan and Klausing. <br />Motion failed. <br />Councilmember Schroeder reviewed several line items concerns <br />he had with the proposed Option D alternative as presented: <br />addition of a new warning siren; traffic simulation mode; new <br />performance measurement system; additional insurance <br />contribuiion; delay in replacing Fire Marshal vehicle; and <br />addition of some "fluff items that dug into funds that he opined <br />could be more appropriately used for additional snow machines <br />and to offset other public safety reductions. Councilmember <br />Schroeder opined that he could not support Option D as <br />presented. <br />Mayor Klausing noted that there were some things in Option D <br />that were not his preference, but given time constraints, and the <br />time spent debating issues to achieve consensus, he would <br />support the motion for a 5% levy increase. Mayor Klausing <br />expressed his respect for perspectives of individual <br />Councilmembers. <br />
