REQUEST FOR COUNCI L ACTION <br />Date: December 19,2005 <br />Item No.: 3.d <br />Department Approval: Mana+�er,�ppro�ral- Agenda Section: <br />��- - ��� C�n�ent <br />Itern Description: RAMSEY COUNTY ALL-HAZARD MITIGATION PLAN <br />BACKGROUND <br />The Federal Disaster Mitigation Act of 2000 requires every county and community in the nation to create a pre- <br />disaster mitigation plan. The Act states that such an effort "reinforces the importance of mitigation planning in <br />both pre and post-disaster situations and emphasizes planning for disasters before they occur." These plans <br />must be coordinated with neighboring communities, and must address a myriad of possible hazards such as <br />extreme temperatures, infectious diseases, precipitation, severe summer storms and tornadoes, technological <br />hazards and, of course, terrorism and domestic preparedness. Mitigation plans were due to the federal <br />government on or before November 1,2004. <br />Adoption of the Ramsey County All-Hazard Mitigation Plan will make our city eligible to receive Hazard <br />Mitigation Grant Program (HMGP) project grants and Pre-Disaster Mitigation (PDM) F Grant Program grants <br />The City of Roseville Emergency Management Division worked in concert with Ramsey County Division of <br />Emergency Management and Homeland Security to develop an all-hazard mitigation planning process as <br />established under the Federal Disaster Mitigation Act of 2000, Pub. L. No. 106-390. <br />The Roseville City Council on October'[1, 2004, adopted by resolution--Resolution No. 10251--to participate in <br />the Ramsey County All-Hazards Mitigation Planning process. The plan was completed in mid-2005, and <br />submitted for approval to the Federal Emergency Management Agency (FEMA) and the State of Minnesota <br />Department of Public Safety, Division of Homeland Security and Emergency Management. Both agencies <br />subsequently approved the plan for Ramsey County and municipal partners that chose to adopt the plan. <br />Staff recommends the adoption by resolution, the Ramsey County-Wide All-Hazard Mitigation Plan <br />PROPOSED ACTION <br />Upon approval from the Council, adopt by resolution, the Ramsey County-Wide All-Hazard Plan <br />FINANCIAL IMPLICATIONS <br />Adoption of the Rarnsey County All-Hazard Mitigation Plan will make our city eligible to receive Hazard <br />Mitigation Grant Program (HMGP) project grants and Pre-Disaster Mitigation (PDM) Grant Program grants, <br />STAFF RECOMMENDATION <br />The Ramsey County All-Hazard Mitigation Plan has been approved by the Federal Emergency Management <br />Agency (FEMA) and by the State of Minnesota Department of Public Safety, Division of Homeland Security and <br />Emergency Management for Ramsey County. Staff recommends that Council adopt the plan as the City of <br />Roseville All-Hazard Mitigation Plan. <br />COUNCIL ACTION REQUESTED <br />Adopt by resolution, the Ramsey County-Wide All-Hazard Plan. <br />
