EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF �OS�VII�I�E <br />���}*�������w���t <br />Pursuantto due call and notice thereof, a regular meeting of the City Council of the City of Roseville, <br />County of Ramsey, Minnesota was duly held on the 19th day of December, 2005, at 6:00 p.m. <br />The following members were present: <br />and the following were absent: none <br />Member introduced the following resolution and moved its adoption: <br />RESOLUTION NO: ( } <br />RESOLUTION TO PARTICIPATE IN THE G�UN�YW[DE ALL-HAZARD MITIGATION PLAN <br />WHEREAS, the County of Ramsey Division of Emergency Management and Homeland Security has <br />participated in the all-hazard mitigation planning process as established under the Disaster Mitigation Act <br />of 2000, Pub. L. No. 106-390; and <br />WHEREAS, the Act requires all counties and municipalitiesto develop, adopt and maintain all-hazard <br />mitigation plans either independently or on a countywide, multi-jurisdictional basis; and <br />WHEREAS, such plans must be well integrated and coordinated to account for the fact that hazards in <br />one jurisdiction impact other nearby jurisdictions; and <br />WHEREAS, the Act establishes a framework for the development of an all-hazard mitigation plan; and <br />WHEREAS, the Act as part of the planning process requires public involvement and local coordination <br />among neighboring local units of government and businesses; and <br />WHEREAS, the plan must include an implementation and maintenance process including plan updates, <br />integration of the plan into other planning documents and how the County will maintain public <br />participation and coordination; and <br />WHEREAS, Ramsey County Division of Emergency Management and Homeland Security has indicated <br />its willingness to coordinatethese efforts should the municipality so desire; and <br />WHEREAS, the plan will be shared with all municipalities, the County Board of Commissionersand the <br />State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency <br />management for coordination; and <br />WHEREAS, adoption of the all-hazard mitigation plan will make the municipalities and the County eligible <br />to receive Hazard Mitigation Grant Program (HMGP) project grants and Pre-DisasterMitigation (PDM) <br />Grant Program grants; and <br />WHEREAS, this CountywideAll-Hazard Mitigation Plan has been approved by the Federal Emergency <br />Management Agency (FEMA) and by the State of Minnesota Department of Public Safety, Division of <br />Homeland Security and Emergency Management for Ramsey County and for any jurisdiction with <br />Ramsey County that chooses to adopt this plan as their municipal All-Hazard Mitigation Plan; and <br />
