EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF �OS�VII�I�E ��}*��w��t Pursuantto due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota was duly held on the 19th day of December, 2005, at 6:00 p.m. The following members were present: and the following were absent: none Member introduced the following resolution and moved its adoption: RESOLUTION NO: ( } RESOLUTION TO PARTICIPATE IN THE G�UN�YW[DE ALL-HAZARD MITIGATION PLAN WHEREAS, the County of Ramsey Division of Emergency Management and Homeland Security has participated in the all-hazard mitigation planning process as established under the Disaster Mitigation Act of 2000, Pub. L. No. 106-390; and WHEREAS, the Act requires all counties and municipalitiesto develop, adopt and maintain all-hazard mitigation plans either independently or on a countywide, multi-jurisdictional basis; and WHEREAS, such plans must be well integrated and coordinated to account for the fact that hazards in one jurisdiction impact other nearby jurisdictions; and WHEREAS, the Act establishes a framework for the development of an all-hazard mitigation plan; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and businesses; and WHEREAS, the plan must include an implementation and maintenance process including plan updates, integration of the plan into other planning documents and how the County will maintain public participation and coordination; and WHEREAS, Ramsey County Division of Emergency Management and Homeland Security has indicated its willingness to coordinatethese efforts should the municipality so desire; and WHEREAS, the plan will be shared with all municipalities, the County Board of Commissionersand the State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency management for coordination; and WHEREAS, adoption of the all-hazard mitigation plan will make the municipalities and the County eligible to receive Hazard Mitigation Grant Program (HMGP) project grants and Pre-DisasterMitigation (PDM) Grant Program grants; and WHEREAS, this CountywideAll-Hazard Mitigation Plan has been approved by the Federal Emergency Management Agency (FEMA) and by the State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management for Ramsey County and for any jurisdiction with Ramsey County that chooses to adopt this plan as their municipal All-Hazard Mitigation Plan; and
