Application for On- <br />Sale Intoxicating Liquor License <br />Finance Director Miller summarized the request of OSAKA Roseville, Inc. for an <br />On-Sale Intoxicating Liquor License at 1675 West County Road C (Byerly's Strip <br />Mall). Mr. Miller noted that the applicant had been invited, but was not present. <br />Councilmember Roe confirmed with Mr. Miller that the applicant had been pro- <br />vided with information on the City's optional server training. <br />Mayor Klausing opened and closed the Public Hearing at 7:48 p.m. to receive <br />public comment, with no one appearing to speak. <br />c. Public Hearing Regarding Request to Extend Working Hours for Twin <br />Lakes Infrastructure Project <br />City Engineer Debra Bloom summarized the request of Eureka Construction, Inc., <br />performing road and utility construction work east of Cleveland, north of County <br />Road C and south of County Road C-2 for the City of Roseville for construction <br />of Mount Ridge Road from Twin Lakes Parkway to County Road C-2 and con- <br />struction of Twin Lakes Parkway from Cleveland Avenue to Mount Ridge Road. <br />The contractor requests a variance to Roseville City Code, Section 405.03 <br />(Hourly Restrictions of Certain Operations), should it be necessary based on <br />weather-related circumstances, which would permit construction activities to be- <br />gin at 7:00 a.m. rather than 9:00 a.m. on Saturdays from August 29 -November <br />21, 2009, due to a construction project completion deadline of December 31, <br />2009. <br />Ms. Bloom confirmed that staff had exceeded the proscribed notice area, provid- <br />ing notice to properties bounded by County Road D, Fairview Avenue, County <br />Road C and Cleveland Avenue to make sure all impacted residents received no- <br />tice. Ms. Bloom noted that, while the project deadline was stated as December <br />31, 2009, realistically based on weather constraints, work was anticipated to be <br />completed by Thanksgiving of 2009. <br />Discussion included location of the current construction site to the nearest resi- <br />dential property, estimated at 1 /8 mile distance on the other side of Langton Lake; <br />types of noise impacts (diesel engines, tailgate banging as trucks were emptied, <br />and back-up alarms) and mitigation for curb, sodding and landscape installations. <br />Ms. Bloom confirmed that staff had received no phone or a-mail responses to the <br />mailed notices; and that no complaints have been received to-date on the project, <br />but had instead been receptive to working with staff in completion of the project. <br />
