A�ViSO12Y COMMENTS Gity of Raseville 2030 Comprehensir►e Plan Update and Tier I% Comprehensive Sewer Plan Review File No. �0516-1 — Council Business Iterr� No. 2009-270 The following Advisary Comments are part of the Council action authorizing the City to irr�plement its 2030 Camprehensive Plan Update {"Update"} and approving the City`s Tier II Comprehensive Sewer Plan: Commun�ty Develapment Committee 1, The Council-adopted Loca! Planning Handbook states thai the City must �ake the following steps: (a) Adopt the Update in final form a�ter cansidering the Council's review �-ecommendations; and (�) Submit one electronic copy and one I�ard copy of the UPdate to the Council. The electronic copy m�as� be organized as or�e unified document. (c} Suiarnit one copy of the City Council resolution evidencing final approval of the Update. 2. The Council's I�andbook also states that local ga�rernmen�s rriust formally adapt their comprehensive plans wi�hin nine mo�tE�s after the Council's finaf action. If t#�e Counci! has recommended changes, lacal go�ernments should incorporate thos� recommended changes into the plan or respond ta the Council before "final appraval" a� th� cornprehensive plan by the governing body aF the local governmenCal unit. (Minn. Stat. � 47�.858, subd, 3). 3. Local gavernmental units must adopt afficial cantrols as described in their adopted comprehensi�e plans and must s�bmit copies of the afficia! controls to the Council within 30 days after official �onirols are adopted. (Minn. Stat. � 473.855, subd. 1). 4. Local gavemmental units cannat adopt any official controls or fiscal devices that conflict with their comprehensive plans or which permit activities in conflict with the Cauncil's metropolitan system plans. (Minn. Stat. �� 473.864, subd. 2; 473.865, subd. 2). If offieiaf cantrols conflict with comprehensive plans, the official controls must be amend�d within nine months folfowing amendments to cornprehensive plans. {Minn. Stat. § 473.865, subd. 3). EnVironment Cammit�ee The Cauncil-appro�ed Tier II Compreh�nsive Sewer Plan bec�mes effecti�e only after the Update alsv receives final appro�al by the City's gaverr�ing body. After tF�e Update receives finai appraval by the City and t�e Tier II Sewer Plan becames effective, the City may implement its Update to alter, expand or impro�e its sev�rage disposal system cor�sistent with the Council-approved Tier II Sewer Plan. 2.
