�ackground <br />The City of Roseville (City) is focated in Ramsey County surrounded by New Brighton, <br />Arden Hills and Shoreview to the north, Little Canada tv the east, Si. Paul and Falcon <br />Heights to the south, and Mir�neapolis and St. Anthany to the west (Figure 1), <br />The 2030 Regional Development Framework (R€�F}, as adop�ed by the Metropolitan <br />Council {Council) in .lanuary 2004, identified Raseville as within th� "Develaped" <br />geographic pianning area. Figure 2 shows the designation and regional syst�ms se�'ving <br />the City and surrounding area: <br />The Ci�y submitted its 2030 Comprehensive Plan (Update} to the Council for review to <br />rr�eet the Metropalitan Land Planning Act requirements (Minn.
